文部科学省 特別推進研究 "Special Promotion Project" (sponsored by MEXT)

 本研究は、政治と社会の相互作用としてのガバナンスの解明にむけて、日本の市民社会の構造を包括的かつ実証的に調査し、米韓独中との5カ国比較を基に日本の特徴を明らかにする。ここで構造とは市民社会組織全般を指し、特に本研究では3つのレベルの構成要素に注目し、実態的、比較的、歴史的に徹底的な実証研究を行い、現代日本市民社会の構造的パターンを発見しようとする。

 市民社会組織3つのレベルとは、伝統的な近隣住民組織(自治会、子供会、老人会など以下近隣組織)既存の社会団体新興の運動体(NPO・NGOなど)の3つをさし、其々について日本全国では包括的に、また韓米独中の4カ国では3ヵ所を調査する。調査は、市民社会論、ソーシャルキャピタル論、政策ネットワーク論、ガバナンス論という相互に関連する4つの理論的背景を基に、組織・指導者の属性、他の政治・行政アクターとの関係、住民・市民との関係、市民社会組織(3レベル)相互の関係、影響力評価、政策志向・行動、信頼関係、公共性意識などの設問を設ける。

"A Comprehensive Empirical Study on the Three-Level Civil Society Structure and Governance in Japan, South Korea, the United States, Germany, and China in Comparative Perspective" (FY2005-till FY2009)

 

This research analyzes the structure of civil society in Japan with comparison in US, Korea, Germany and China using a holistic and empirical approach. It clarifies the interaction between politics and society. The structures sought in this study include components that delve into the three different levels of civil society. Based on the empirical surveys from comparative and historical standpoints, this research envisages a framework/model that will reflect and capture Japanese modern civil society.


Three levels of the civic organization are composed of the following:  1) neighbor based traditional organizations such as autonomous societies including clubs for child and elderly, 2) existing social organizations, and 3) emergent new form of bodies including NPOs and NGOs. Using different strategies, the investigation will be conducted as follows: in Japan the survey for each body will be investigated holistically, likewise in Korea, US, Germany, and China. The survey will be conducted by selecting three different locations per country. Based on the theoretical interaction of civil society, social capital, network policy, and governance, the study will be carried out through survey questionnaire that includes the following items: the attribution of the leader or party, the relation between other political or administrative actor, citizen and resident, the mutuality of the three levels of the civil society, evaluation assessment, action towards policy, credibility, and communality.

"A Comparative and Empirical Study of the Structural Changes in Politics and Transformations in Pressure Groups, Policy Networks, and Civil Society in Japan since 2009" (FY2010-till FY2014)

 

This multi-level research investigates how the series of recent political fluctuations in Japan, such as the change in government (2009) and following changes in public policy, impacted the policy process and civil society. Given that the political landscape has shifted, it is expected that changes will initially arise in the attitudes of pressure groups that obtain benefits by using their close ties with the government and parties. Concurrent with such changes are anticipated shifts in the policy networks among actors, and along with decentralization, such as transformations will spread to local governments, grass-roots interest groups, and civil society organizations.

 

The purpose of this project is to systematically survey 1) pressure groups, 2) policy networks, 3) local government and civil society, and from these three levels to identify the fluctuations in the structure of Japanese politics and shifts in the relationship between politics and society. This type of multi-dimensional empirical study that incorporates time-series comparisons from various perspectives is rare. Using modern Japan after the year 2009 as a case, this project will undertake such a study.

本プロジェクトは、各領域・地域、各国の多様な杜会・文化の相違を超えて、地球化時代においていかなる共有可能な価値とその基盤が存在するか、いかなる新しい地球的な公共性が存在し、地球的な公共政策が可能であるか、いかにして各領域・地域、各国の杜会が共存できるかを、人文・杜会科学の学際的・国際的な共同研究によって明らかにしようとするものである。

This project deals with the challenges put forward by the advent of globalization. It clarifies issues regarding how to establish communal value and base, and the way to search public policy based on the identification of new communality. It takes into account cross-disciplinary and multi-methodology researches from Humanities and Social Sciences.
